You have to have space on the roster, or you cannot participate in the draft.

If I understand the rules correctly, a club would have to open a space on their roster by outrighting a player (or more than one). In other words, it's not enough to just "designate for assignment" - they actually have to get somebody through outright waivers and outright him (or have him claimed off waivers). This, presumably, is why the rules stipulate the final dates for both requesting outright waivers (Rule 10(c)(3)(B)) prior to the Rule 5 draft, and for actually outrighting players (Rule 9(b)), prior to the draft. See the Key Dates post (pinned) - those dates this year are December 7th and 11th.

The club could presumably clear a roster spot after December 11th by trading somebody. Trades during the Winter Meetings are not exactly unheard of!

I was thinking Burch Smith could be a really good "under the radar pick", since he wasn't showing up anywhere in postings I had read. #1 choice? So much for under the radar.

I kind of like the idea of Nick Burdi myself- probably doesn't pitch until August, but his stuff was big league nasty before he got hurt. Makes it easier to carry him if you can stash him on the DL for a while right? Then again, there are plenty of healthy power arms on that list to gamble on.

It should though I think he needs to be on the 40 all winter until March. Then at some point when healthy he would need to be on the major league roster even into 2019 but of course we could always return him if the minor league rehab did not go well.

Nick Burdi played at my Louisville and was lights out. Injury problems have been a big issue for him as a professional but he's been pretty effective when healthy.

Tocci and Davis are probably the two players that we are in most danger of losing in the rule 5. Both have enough skills and AA experience that they could survive in a bench role or an extra LHP role immediately. Not that either are great prospects so it would not be a huge loss, though it would be nice for depth if they don't get selected or fail to stick in Spring Training.

I would bet Victor Reyes OF from the Diamondbacks is somebody that Klentak has his eye on. Losing Perkins means we need some reserve outfielders, he is not a power guy but good defense, can steal bases and can get on base.

MLB.com hyped Tirado as one of the Rule 5 draft's top ten prospects and I wonder how great the odds are that we lose Liebrandt with his MLB pedigree and his lefthandedness. Is it possible that we lose four guys?

Tirado just has a 1% chance of actually sticking on a major league roster all year. One can be a top prospect without being a likely selection. I think the player at least needs to play a minor role on the major league team like defense or pinch running or situational relief (long man, etc.). Tirado is just not ready to be used.

Tirado has also fallen behind a number of RP prospects, like Hammer, who had a great AFL stint.

Still not clear if Neshek is official. If they only have one spot and they immediately trade their first pick does that mean they can still make a second-round pick?

I think I read somewhere that neither of the relief pitchers who have agreed to terms have been added to the 40 man roster yet. Contracts probably involve physicals and have to be signed and submitted to MLB to officially add the players. I believe there is an agreement in place but contracts have not been finalized and filed. It looks like the roster still stands at 38. Of course, the Phillies will have to make additional moves if they take someone in the rule 5 draft that they plan to keep.
