My guess is it goes more like Yamamoto (where the Phillies were serious but he wasn't) than Machado (where he actually came to town and met with everyone). Certainly Dombrowski has already tampered those expectations by saying we have enough stars (true) and while Boras no doubt relishes having people think the Phillies might help drive up the bidding.
