In the end, all we got for Hamels was assets and Alfaro was the only one who was deployed successfully in helping to get us Realmuto. Of course, in hindsight, the likes of Thompson, Williams and Eikhoff probably should have been similarly deployed when they had value, similar to what the Astros did with their Pence haul.

This is the big reason and an advantage that big market teams have in tanking. There is no reason to go to $50 million on the payroll in a rebuilding year. Play the kids who are real prospects (like Gray and Ruiz from the Scherzer trade), but fill in with credible veterans elsewhere that will make the team better. Win 70 instead of 60 games.

There is really little incentive for the complete tank. Moving your draft pick up 4 spots is much less important than trading veterans for prospects and clubs with a little more money can keep doing that.

I wouldn't say it's wink-wink. Sure, he has a solid chance of making it, but no more or less so than the kind of guys the Phillies have signed to those deals (Josh Harrison, Neil Walker, Matt Joyce) in the past. It's a smart move for certain players and teams, and it can also get you a better salary than a major league deal (so long as you actually make the team).

Also, you actually can't sign a minor league deal during the lockout if you finished last season on a 40-man roster. Franco was DFA'ed in August. This also means the Phillies can't re-sign the likes of Torreyes or Jankowski for now.
