It was certainly not Kapler who put Hoskin in LF. Hoskins played 30 of his first 51 major league games in LF under Mackanin, and then Klentak signed Santana.
Same thing with Kingery. If the front office had really wanted him to be the 2B they would have traded Hernandez. And the current front office has done the same thing with Stott and now Bohm (as well as Sosa and Segura). The strategies were always right, the Phillies just didn't know how to pull it off (like the Dodgers or Astros or Cubs or Rays) back then. And/or the players (specifically Kingery) just weren't good enough compared to Zobrist or Chris Taylor.
Bottalico also being the grumpy old man as usual at the commercial break, complaining about the Phillies using an opener. "Leave that to San Francisco" he says. As if the Phillies didn't do it last year.
