If they sign JT they probably can't - and don't need to - sign another expensive bat. If Cutch or Segura are fading you can find modest SS/2B/OF options, plus you have Haseley (assuming you still have Haseley). A starting pitcher and a reliever, definitely.
To me this is about the Middleton/Klentak dynamic. They both share some of the blame for the Phillies' current payroll situation, but what do they really want out of this season, and how much pressure is really on Klentak? If he's not GMing for his job, he doesn't have to go crazy (and who knows, not exceeding the tax may impress MIddleton more than exceeding it for one playoff series with no fans, and not even at home). If he is GMing for his job and Middleton is willing to exceed the tax, protecting the farm is probably not much of a priority!
