Morgan is a potential starter with his array of pitches, the rest are all RP candidates.
This strategy makes sense to me, few position players outside the top ten even make it to AA ball, whereas you can find RPs in the teens on a regular basis - gambling on a couple tweaks to mechanics and grip and/or a secondary pitch.
I think the college money theory is correct, most of the promising HS seniors are going to college after the 1st rd b/c the money is as good (unless they can't handle academics and don't admitted to a major program). And the failure rate with HS seniors is high enough to make teams more reluctant to overspend on those falling through the cracks.
SPs are similar to position players in that they need marinating over an extended period. So the younger the better, unless they're advanced for their age group.
I'd look at college arms after the 1st two rounds as mostly RP candidates, with one exception, the emphasis on velocity has created a "moneyball" hole, the college SP throwing 90-92 with good secondaries and command who you could tweak 1-2 more MPH and have a 92-93 SP with a full portfolio of pitches.
