Is there any reason they would? I mean, the point of the league is not really competition. And if it doesn't affect the integrity of the minor league playoffs to send guys down as well as up in September, it certainly doesn't affect the integrity of the GCL playoffs to make lateral moves. Plus, who's gonna complain, the paying customers?
