I mean, I wouldn't trade Asher or cut Goedell solely to keep Garcia. But if they want to keep Garcia in Philly over Venditte or some other journeyman, or over Asher for that matter, no big deal to me.
I recognize Garcia's issues but also never really understood why he fell out of favor last year, he was pretty good in 2015, to the point where he was basically the #3, and discussed as a future closer. And there were plenty of relievers who beat him out last year that weren't better, I think he went to AAA mostly because he had an option. Does he still have one left? Because that could be another thing the Phillies value about keeping him on the 40.
He's under team control until 2021 despite being 30, so if there is something there, his value is the same as a younger player. Honestly he should have been gone a long time ago (i.e. before the Rule V) so clearly someone in the front office sees something. (But also, otherwise, the front office nailed the Rule V draft).
