Hellickson is an unrestricted free agent.
However, during the "quiet period" (today through 11/7), all free agents may negotiate only with their prior organization. This is also the window during which a QO must be tendered, if the club wants to do that.
Once the QO is offered, Hellickson is still an unrestricted free agent - he can talk to anybody. Obviously, if he chooses to sign with another organization, he would simultaneously decline the QO. But the QO, if offered, doesn't restrict Hellickson in any way; his agent can just ignore it, if he chooses. That said, a QO does make the player less attractive to other clubs, because of the draft pick forfeiture issue.
