Romero is 6'0", not 5'11". Even though height is far from the only factor one looks at when judging a pitcher, let's not change the facts to make a point.
Irvin has also had 2 years back from the TJ surgery. At age 23 he IS pretty much physically maxed out. Yes he pitched a little better than Romero but he should of. Even throw out the year lost to TJ surgey and he is still much older than Romero. Age and experience matter, especially in these low minors statistical lines that you make too much of.
There is not a world of difference between the two of them. Romero has flaws that could land him in the bullpen. But he has a quality changeup and the athleticism to repeat his delivery. It remains to be seen as to whether Irvin can hold his velocity (which is already elevated) and his secondary pitches are just not special.
The biggest difference on their ranking is age though. Romero pitched really well for a 19-year-old in an advanced league. Irvin pitched well also, but was much older and at his age may not have more projection left, He is not an 18-19 year old Gowdy. He is already 23. Romero will be at Lakewood at 20. Irvin better be at Clearwater to maintain prospect status.
BTW when you take a HS pitcher really high you are not picking them on projection. They generally already have that. They are risky because they often cannot maintain that mid-90s velocity as they mature. And if you are picking them beyond the 2nd or 3rd round then give me projection every day of the week. Bailey Falter is a LOOGY if he does not project. But he could be a mid-level starter for 5th round money if he does.
