It's partly a matter of bad policy, but mostly it's a change in attitude and messaging, a reluctance or inability to discourage the flood of migrants to our borders. Trump at least tried to beef up physical security at the border (he was denied funding due to the lack of a negotiating partner), made an emergency declaration, and got Mexico to agree to a "remain in Mexico" policy that kept migrants out of the U,S. pending their hearings.
Biden largely reversed these policies, and, what's worse, by doing so signaled to the criminal organizations that move these migrants to the border, often in caravans, that their clients could get past the border for months at the very least.
The migrants themselves are exploited, and once they arrive there is no way they can work legally so they join the underground economy, where they compete with other "brown people" (to quote one poster's insensitive phrase) who just happen to be American citizens and voters. Biden's policies have forced numerous cities to break their budgets trying to address the flood of humanity, while criminal organizations lick their chops and pocket their profits.
There's a grand compromise on this issue that could be on the table, and the policy wonks can have fun debating the parameters. But first there's a fire that needs to be put out. And it doesn't help when Democratic Party policy choices and priorities have acted as an accelerant.
