No, he doesn't. He had one tax cut which was a mistake, a fiscal stimulus in an economy at full employment, had COVID not come along, would have probably trigger inflationary pressure. And the tax cut was primarily aimed at the top 1%.He didn't spur economic growth, he inherited a healthy and growing economy from Obama and his obsession with tariffs was the biggest threat to continued growth.
As far as regulations, cutting regulations is not good government, rationalizing regulation is - that is, the problem isn't regulation per se, but bad regulation. EPA regulations for the most part have huge benefit:cost ratios, that is, they create tremendous social value through better health.
Trump has no clue how to govern, he has no experience managing (his staff of sycophants was a couple dozen, his greatest business accomplishment was the "Apprentice," which was primarily great editing, and he road that to sell a dubious brand to crass nouveau riche types (Trump Towers is ugly). He engaged in bank fraud to save hundreds of millions on real estate loans.
