Go read the link you provided, xogfog. Peek under the drop box "What is a minor political party". The Libertarians qualify under state law as a "minor political party" that doesn't have to file all that paperwork you cite to get its Presidential candidate on the ballot. That's because it got 2% of the vote in the last election.
That's why my vote for Chase Oliver is politically useful and not a wasted vote. Folks like me that don't buy the Dems' absurd premise about this election can help ensure that a third party alternative remains an option in a state like Pennsylvania where attempts to get new faces on the ballot for the first time are met with prohibitive lawfare by the two major parties (and in this cycle, that would be the Democrats). It isn't for lack of trying that RFK, Jr., Cornel West and Jill Stein aren't on the ballot in PA. Lawfare kept them off.
