I think not.
Frankly, this would be unfair to the Brewers - it's not as if anybody's hiding Braun's history, or as if the Brewers are responsible for his past abuse. If the Phillies choose to take on the risk, they've taken on the risk.
Personally, I'm not interested. This is a classic case of a "big name" that appeals to low-information fans largely because he's a big name. Braun is 33, he comes with a ton of baggage, and he's signed for four more seasons, costing $75-80 million (with a no-trade clause). He's been very productive, but the odds that he maintains that output at ages 33-36, without assistance from steroids, aren't particularly good. He has a history with steroids (as we all know), so it's not unlikely that he'd turn there again if/when his performance slips (which is likely at his age) - we know he has no ethical scruples about doing so (or about shifting blame). Further, he just had his best season (statistically) since the drug bust four years ago - at age 32. Makes one wonder...
So what would be likely would be an older, expensive player in decline, whose output is sort of OK (assuming he's not suspended) - enough to keep him in the lineup, given his salary - but not something you can build around. Given the contract, the NTC and the baggage, he'd be difficult to trade. He'd be an obstacle to bringing up a young left fielder (e.g., Nick Williams), who would instead probably be traded away.
Acquiring Braun would be utterly inconsistent with the Phils' apparent rebuilding strategy. Looks like more no-information speculation from the internet to me.
