While this is certainly true, the bigger issue is evaluating the quality of the draft/development professionals, including the international side. If we take your/Julio's approach, or more seriously if Middleton does, then this judgment can't be undertaken until 5-6 years after their first couple or three draft/international amateur seasons. By that time, if they aren't competent, then they have already crippled the organization with a decade of bad decisions. An organization needs to evaluate the success of the scouting staff and development staff, before the final verdict is in on the kids.
