Not clear at this point it will miss Florida--the consensus is that it will, but hurricanes sometimes move unpredictably.

It's always a challenge, especially with a storm as compact and slow-moving as Dorian. The systems that are steering the storm evolve over time; models get new data and give different results.

The choice is to warn, and take action, and risk having the situation change, and the disaster doesn't happen... or hold off warning until you're sure, at which time your warning is too late for people to evacuate in anything like an orderly fashion, and your warning just creates additional chaos.

Now, if people understood all this, it would be straightforward - you warn, and they understand that there's a chance the warning won't develop into a catastrophe - but because they understand, they take appropriate action anyway.

But people don't understand; not really. Science is a bunch of black boxes, not discernably different from magic. So you warn them, and the low-probability thing happens - and they conclude you don't know what you're talking about; the next time, they ignore you, and instead listen to a palmist (or whatever). Then the storm hits, and they're angry at you, for "not telling them about it."

Depends how close to shore it comes, if it's a Categor 4 or 5 and hugs the coast, it won't weaken much and could send heavy rains and 100 MPH winds over a couple hundred miles of coast - but West Florida will go relative unscathed.
