The issue really isn't hitting home runs per se. His launch angles and exit velocities are both low. He has a contact approach where he slaps at the ball and that approach may fare less well up the ladder with better opposition fielders and pitchers. He has the potential to be more than Ben Revere. It may not be home runs, but he could be a 30 2B, 8 3B, 10 HR kind of hitter while maintaining the OBP. If he is more like Revere his walk rate could take a hit because nobody will throw him pitches out of the strike zone.
He is playing well which is great. He just has some work to do if he wants to become an above average regular.
