MLB really needs to start the FCL season in May. It does not need to be 130-140 games long like the full season leagues, but there is also little reason to wait since new draftees are generally not going to play this year. With all the rehab going on these young players could use more playing time. FCL teams play 60 games. Even the short season A leagues used to play 76 and these teams are probably closer to those rosters since any HS draftee will be playing a year later than in the past and DSL players will probably remain in that league for an extra year before they make their FCL debut.
A Jamari Baylor will get 200 AB this season where he could really use 300+.
