I've been saying this for years. Sal's big claim to fame is finding Chooch in Mexico and signing him cheap. But, he was an older player, not a 16-year-old prospect, whom we would have had to commit to at age 15, if he showed significant present spark, and whom we'd have to work through a buscado to get the commitment. Sal and his scouts appeared to lack basic skills to succeed in the LA market of the time and now the Phillies are cursed with one of the smaller international hard caps. We wouldn't spend big while we could, now we can't, but can anybody argue that Sal spent the $ at all well. Especially egregious on the position player side.
I remain astounded that, given all the organizational changes over the past half dozen years, that Sal just manages to sail along. His job has been far, far safer than it should have been.
