I'm never in favor of retaliation, and, as mentioned above, these are minor leaguers trying to throw very hard, altering mechanics, etc. They often lose control of pitches, even fastballs. If you are trying to throw hard under a batter's hands it's pretty easy to miss up and in.
I'd actually like to see a rule change where the ump doesn't have to determine intent, just safety. Essentially, if a pitcher is missing dangerously, the ump says, "Joe Pitcher, your control isn't good enough today to maintain the safety of the hitters you're pitching against, you're done for the day." I think Bill James proposed this in the 80s, and the idea went nowhere, so probably no chance of this kind of change.
