As of the 2021 Major League Rules:

MAJOR LEAGUE RULES

Rule 2(c)(12) Development List

(A) Placement on the Development List.
A Minor League player may be placed on the Development List for any non-disciplinary reason, except that a player is not eligible to be placed on the Development List if the player is injured and otherwise qualifies for placement on the Minor League Injured List. Players on optional assignment to the Minor Leagues may not be placed on the Development List without their written consent. Upon request for placement on the Development List, the Club must include the reason for such placement. The minimum period of placement on the Development List shall be seven consecutive days, except that if a player on the Development List suffers an injury, that player is required to be transferred to the Regular Injured List and the inactive days on the Development List will count towards the minimum period of inactivity on the Regular Injured List.

(B) Player Limits.
A player on the Development List shall count against the player’s Minor League Club’s Reserve List and the Domestic Reserve List limit but not against the Club’s Active List limit.

What is the development list?

In layman's terms I think it is a list that enables them to have larger effective roster sizes. Teams put players on and off those lists. Minor league starters at A ball and below are in 7-day rotations between appearances. This started during COVID, but now they are there because the 24 and 25 man roster limits are kind of silly and the big enforcement mechanism between clubs is the 180-player organizational limit where the only way around that is the 60-day IL.

Not a great place to put this, but it clarifies some of the "where is everyone" questions. Most of the 21 and below players will be slated to join FCL. The 60-day injury types do not count against the 180-player domestic limit, though anyone on that list could still go to FCL (like Rickardo Perez is expected to).

Minor-league OF Chris Sharpe signed with the Phillies org today, will join Double-A Reading.

INF Freylin Minyety is also joining the Fightins from Low-A Clearwater.

They’ll replace INF Wendell Rijo and UTIL Madison Stokes, who were both placed on the 7-day IL, retro. to 5/5.

Phillies pick up Corey Oswalt from the Giants and assigned him to AAA.
He's performed poorly so far this year, but his stuff has been interesting in the past. Can't wait to see what the "Rays Guy" sees in him. His delivery and movement on his pitches is pretty similar to Scherzer, just a few mph slower.

June 6 DSL start. Same with FCL though cuts probably not likely there until the draft because the organization already cut down to the 180-player (plus long term IL) limit. There will be a handful of "injured" FCL players coming back but not too many.

Yeah. I don’t go through the DSL rosters as frequently as I probably should; that said, it’s only been a week or so. Several of these releases were dated May 3rd, but didn’t impact the online rosters until recently…which is to say, I have no confidence that what has been changed on the online rosters is current or complete.

Apparently we traded John Andreoli back to the Twins. He had been with them in the past. Assume we only got "considerations" and this was done because they had more of a need for outfielders in AAA than the Phillies did.
