There's certainly some unanswered questions but I don't think it's at all weird that any major league ballplayer (or extremely wealthy person) would have any clue what's being done with their money, legally or illegally (or some combination of the two).
As for the bullpen it just goes to show you that nobody's 7-8 relievers put up any WAR of note. All of the Phillies WAR comes from 1-6 with Ruiz, Turnbull, Marte, Brogdon and Covey combining for 0.2 (which is still probably better than most teams that project negative with that equivalent group).
Fangraphs is betting on Soto and Kerkering to contribute, and, if correct, is also a tribute to the model of having 5-6 good ones instead being top-heavy.
But, they are still bullpens.
