I think they were just being careful with Herrera and Altherr, imagine them getting injured again in meaningless September games!
Klentak probably wants to audition as many players as possible just to see if there's anything worth salvaging.
Klentak probably sees 2018 as a transition year, he's not going to rush the Lehigh OFs who clearly aren't ready (let's see Quinn actually play a full month, etc.).
Come 2019 he can fill the bench with role players like Cozens and Tocci, have Moniak in Reading, Randolph in Lehigh and probably Haseley in Lehigh.
He'll have Mora/Valentin ready for a utility role and the young IFs in Reading and Clearwater.
So you just have to patch the roster for a year until the pipeline starts producing.
