The idea that 8 teams passed on choosing Carter because of his maturity issues is ludicrous. If you go down the list from the top, #1 is a QB, not a pass, #2 same, #3 is a player who is arguably better, #4 is a qB, none of those are passing on Carter explicitly. The Seahawks could have taken him at #5, but they had Witherspoon graded higher and coveted a CB, not sure that's a pass, either. Taking the best OT in the draft for the Cardinals indicates they value that position more, and they probably should given how thin they are at QB. Raiders had the Ruggs debacle hanging over them, and probably couldn't risk any character concerns, so that is legitimately a character-based decision. Falcons seem to not understand that RB isn't a priority position in the first round, and several sites had Bijan ranked ahead of Carter just based on talent. So, at most we have 2 passes based on character issures, not 8.
