Definitely PI. Hurts didn't have a good game, but if this is called and the long drive in the 2nd where Herbig had 2 holding penalties and Ward dropped a ball in the endzone, then the 4th quarter could be much different. Also, lost on that long drive that ended with terrible INT, Reagor had a really good catch to put them at goal to go on the 5. Obviously his drops at the end of the game were bad (or at least one), but I didn't hear a lot of talk about that catch.
From what I understand, Hurts is given one read and a secondary option. If neither are open, then he has to scramble and find somewhere to throw the ball. I'm guessing Reagor was his outlet in this scenario, but even if it was Scott, then by the time Hurts would assess that Quez wasn't viable, then Scott wasn't that open. The LB playing the zone towards the left sideline would be right on Scott by the time the ball got to him.
