From the 2021 Major League Rules document, Rule 2(c)(12):

(12) Development List

(A) Placement on the Development List. A Minor League player may be placed on the Development List for any non-disciplinary reason, except that a player is not eligible to be placed on the Development List if the player is injured and otherwise qualifies for placement on the Minor League Injured List. Players on optional assignment to the Minor Leagues may not be placed on the Development List without their written consent. Upon request for placement on the Development List, the Club must include the reason for such placement. The minimum period of placement on the Development List shall be seven consecutive days, except that if a player on the Development List suffers an injury, that player is required to be transferred to the Regular Injured List and the inactive days on the Development List will count towards the minimum period of inactivity on the Regular Injured List.

(B) Player Limits. A player on the Development List shall count against the player’s Minor League Club’s Reserve List and the Domestic Reserve List limit but not against the Club’s Active List limit.

Think of it as, more or less, the minor-league equivalent of the major-league options process.

As an example, the AAA reserve list (equivalent to major-league 40-man roster) is capped at 38 players; the AAA active roster is capped at 28. So you've got up to 10 players on the AAA reserve list who aren't on the active roster.

Some of these players may be on a 7-day Injured List. But for the guys that are healthy, the Development List is where they are placed.

I should elaborate on the AAA example.

Currently, Lehigh Valley has 28 players on the active roster. But only 20 of these guys are on the AAA reserve list; the other eight are on the major-league 40-man roster, and on optional assignment.

Additionally, there are three players on the AAA 7-day IL, and three players on the AAA Development List. These six players are also on the AAA reserve list.

There are two players on the AAA 60-day IL. As is the case in the majors, these guys do not count against the AAA reserve list limit.

So the AAA reserve list currently has only 26 players on it. (The limit is 38). It's possible that we'll see some additional players added to the AAA roster/reserve list in the next week, when the AA and A rosters have to be finalized. These additions could be handled by moving additional players to the Development List, or to the 7-day IL, or to the 60-day IL

Do players on the development list count towards the 180-player domestic limit? 60-day IL players do not. I wonder if teams are looking for ways to evade that organizational limit by sticking to the letter of the law.

I am not sure the AAA reserve limits mean anything during the season. It is an offseason roster control mechanism designed to prevent organizations from hoarding players around the various stages of the rule 5 draft.

I know much of this is practical team concerns about having a larger AAA roster to accommodate things like minor league tandem starters. My question is then why don't the minors just have a larger 30-person roster rather than the 24-25 they are supposed to officially have and constantly evade. Make a gameday roster limit for fairness, but the only limit that really matters is that 180-player organizational limit.

Thanks. Not sure your explanation on the AAA reserve limit is correct though. Players can be in AAA and not be on the AAA reserve list. And they can be at a lower level and on that reserve list.

This development list is really about avoiding technical roster limits at each level that no longer make sense with player usage (i.e. all the pitchers needed and mandated rest). The reserve list (other than the 180 domestic limit) below the 40-man roster really only has offseason consequences.

Haake is another stalled prospect with a mid-90s fastball.

Ismael Perez is at least a little bit interesting as a 19-year-old CF who showed some speed and patience but not much hitting ability or power. 1 year in DSL and 1 year in FCL and then released. Guessing the Twins have a more crowded 180-person domestic roster than the Phillies do at this time.
