That 57 number is TV viewers specifically, which is part of the problem. Young fans aren't going to get into baseball watching on TV regardless (and heck, for half the playoffs they are either at school or asleep). They need to go to games and/or play the game. And at this point even their parents aren't fans.
Most of the rest are just going to interact with the game on social media, including at the ballpark. They want an hour of content, not three.
June sounds optimistic to me! I don't know that fixing revenue sharing or service time/free-agency issues will help grow the game though. It will just make it more fair for the players (and that will apply to some young people). The rule changes, DH, expanded playoffs and expansion/realignment aren't the real battle.
