Read the first two posts in the thread.
This thread is for general discussion of the draft. The picks/signings thread is, fundamentally, about news - Who have the Phillies picked? Are there videos of the picks? Writeups? A certain level of member comments about the picks, as well.
On the other hand, the picks/signing thread is not the place for posters to opine at length about what they expect from a pick - or to opine about what they see as shortcomings, things the Phils have done wrong, etc. Stuff that's pure opinions ("I think Stott is great!" "I like the pick!" "Oh, my god!", etc.) belongs here - not there.
Of course, there will be spillovers. - there always are! But trying to keep the opinions - and importantly, the debates - here, and the facts/data there, can at least limit the extent to which the facts/data get lost in long arguments between people who just like to argue.
As for the list in the picks/signings thread - it's always at the top of the thread (use your Home key), and it will be updated as we learn things. I'll add a bonus pool table once the picks are known, etc. I'll also (probably) generate a separate read-only summary "thread" with just one post - the final listing - after the signing period closes, which will get posted in the relevant sub-directory.
But... don't sweat all the above too much! The dichotomy Squire proposed (which I agree with!) is a guideline... maybe just an aspirational one, at that. It's not the end of the world if somebody posts in the "wrong" thread.
EDIT: See the following post for a good example of a post that belongs here, not in the picks/signings thread.
