I don't think the is Abreu or even Herrera, it's just that NYC has a large Hispanic population where LA players can feel at home, but more important, if you sign for $350M, you can live in Manhattan in a penthouse, hobnob with stars in the offseason (endorsements? so what, you're already filthy rich), take advantage of everything the city has to offer (tickets to Hamilton? No Problem!).
Philly can't compete with that, it has the same weather, location, crumbing infrastructure, traffic, etc. without the perks.
LA offers sunshine, Malibu and Hollywood.
Miami offers no taxes and South Beach.
Boston, Chicago, Philly are at a disadvantage, they have money and history, but also taxes and are relatively boring.
Texas cities have no taxes, but Texas is only attractive to certain players.
Then there are all the franchises that lack money, history or something to draw players.
