Yep. I think they've made a number of changes, from bringing in the hitting consultants to the BP pitching.
The launch angle thing is merely one of many new approaches, a lot of video, etc.
Problem is when you start making major changes up and down your organization, it's going to take a couple years to take hold, from finding the personnel to implement these new approaches correctly to players getting used to doing things differently than what they've done in the past.
My suspicion is one reason for the extensions is while the fans and media focus on the ML team, this is a major commitment by the FO to bringing the organization into the 21st century, from analytics to refined video to coaching built around what works, not "the way we've always done it." This has to be a long (i.e. multi-year) process, especially for an organization as incestuous and conservative as the Phillies have been forever.
