I've never been entirely convinced. Even when they won - which, granted, the owner always ruined - it never quite caught on. You've got huge chunks of the population that still roots for the team from wherever they grew up, and there's never really been a definitive way to capture the Cuban-American fans. And then you're either stuck playing indoors or in awful summer weather.
Granted, that goes double for Tampa, of the two teams Miami should be more viable. Tampa also has more competition from spring training, and even more college football.
