We need to distinguish between how the current management of the Phillies has handled to picks, and what may have occurred with different management teams. Chase Utley and Pat Burrell do not provide relevant data to what to expect from current Phillies management.
Recent Phillies top picks - even from before MacPhail/Klentak came aboard - have mostly started in the GCL (all but Nola). What's more relevant is where they finished that rookie season:

The high school kids spent the season in the GCL. The college draftees moved up rapidly, based on performance. If Stott hits well at Williamsport, he'll be promoted to Lakewood next month. He probably won't reach Clearwater - unless they're going to skip him a level (which hasn't happened with this management team), there won't be time. On the other hand, he could move rapidly next season - see Alec Bohm.
