BA 7/2/2019 Signing Preview Up.

1. Says we are still signing Yhoswar Garcia but not until March (presumably because of the suspension) - Still calls him one of the top players in venezuela, an excellent athlete with premium CF speed

Interesting, i thought the suspension meant he wouldn't be signable until the next period. Well, assuming he was going to get 1.2 million or something, I would assume that will get cut down to something like $500k.

After reading the article on ESPN about the Yankees signing Jason Dominguez for 5 Mil, I have come to the conclusion that the MLB needs to create an amateur draft for international players.

The current system encourages too much shady illegal business and also is another huge disadvantage for smaller market teams. When teams like the Yankees, Red Sox, and Dodgers can consistently finish in the top half of the league but also consistently sign the top international amateurs, than the system is broken.

It’s frustrating, but for all intents and purposes, it’s a near level playing field. Everyone can offer the same money, the rest is about building infrastructure, networks, and scouting to identify who’s worth spending big on early. In the case of Dominguez, seems to me they were just smart enough to identify him early and then be willing to pony up.

It depends upon how you define 'near' equal. The three tiers of allocation $, based only on MLB's determination of 'market size' hurts Phillies by putting them in the lowest bonus pool bracket, while consistent attendance juggernaut St. Louis was somehow determined to be 'small market'. The draft slants the same way with extra picks for small market teams and smaller penalties for them. The system is geared to favor a big-spending, 'small market' billionaire owner. A 'large market' team, like the Phillies, which doesn't spend like the Dodgers and Yankees is at a disadvantage.

As seems to be the case most of the time, we get our best early information about signings from Jim Peyton (phuturephillies.com), who has access to info directly from the Phils organization in Clearwater (because he's there!). This morning, he lists seventeen international FA signings in his daily recap post. I've created a table of signees, and added it to the top post in this thread. I'll update the table as additional players sign, and fill in the detail gaps when mlb.com posts the signings "officially" and creates player pages.

Yeah. Jim's apparently developed a really good relationship with people at the Complex. I'll probably have to amend some signing dates - the formal mlb.com listings will show whatever dates the contracts became "official," which seems to require review and approval in New York. But Jim routinely has these names before the official announcements (sometimes weeks before!) - and the same is true of stateside transactions.

And there are other games the official sites play. Example: Chris Micheles is listed as having signed on 6/18 - but that listing was added to the mlb.com transactions page within the last day - it wasn't there on Monday. mlb.com didn't list the signing until the Phils assigned Micheles to a roster - which was yesterday - and then they went back and posted the signing in last month's transactions. Erik Miller, Marcus Lee Sang, Jadiel Sanchez, Thomas Little, and Cam Beauchamp are still not "officially" signed, in that the official transactions page does not list their signings - even though we have mlb writers (Callis/Mayo) confirmations on three of them, and eyewitness sightings/conversations with them on a couple. No way to run an airline, IMHO, but I'm just a fan...
