Looking at trying to figure out what makes the Rays different than the Phillies. I'm going to assume most any organization can use technology to teach a hitter to improve their swings, and the ones that can figure out what works for the individual, and help them implement that plan while working towards their strengths through a consistent message are the teams that succeed.
For whatever Jason Ochart's strengths are, he strikes me more a guy with a background in mechanics and the physical approach than a guy focused on developing personalized plans for hitters. Figuring out what guys do with the titles they have is tricky these days. Kevin Mahala is a second year coach with the title "Offensive Development Analyst". Given his lack of experience I gather he's more into collecting data than developing plans based on data.
The Rays have two hitting coordinators and a manager of hitting development. The only other big difference than the Phillies organization structure is that they have 15(!) coaches plus the manager at the Florida complex as opposed to the Phillies traditional 6.
