A big part of scouting LA, and even HS players is the ability to project their physical development 4 years down the road and value them accordingly - Phillies have grossly overpaid early maturers as if they'll continue to develop, Ortiz, Morales, etc. If a kid is physically developed at 16 and dominating his peers, he's unlikely to have a lot of upside left. Whereas someone like Tait is intriguing b/c he's still filling out that body.
I think they've consistently overpaid for LA performance at a young age, and failed to make good projections. If you're giving big money to a 16 year old, it should be based on skills that carry forward as a kid physically matures, not say velocity or power b/c he's already 6'1 210 lbs. For one thing, I don't think there's drug testing at 15, and the agents for these kids aren't known for their morals.
