Never? Hao Yu Lee looks good so far, but he would be the first.
He'd be getting paid like a 3rd rounder which I'd say he looks better than, but then again the depth of big arms in the draft these days makes 96 mph look run of the mill.
I think the issue with this thinking is assuming the same type of talent evaluation exists today when it doesnt...the phillies...at least on paper and by the looks of their minor league strength, have developed an eye for high upside power pitchers.
