In any case, he has elite stuff, his 2 seamer is plus, his 4 seamer touches 95 MPH, his curve is plus, and his changeup is developing into a plus pitch.
Nola needs to get stronger and get his IP up to 180-200 a year. Hopefully, he'll continue to add strength as he physically matures.
But "stuff" is meaningless at the ML level, PERFORMANCE is everything.
This year Nola is about 12th in WAR among ALL ML starting pitchers, despite only throwing about 168 IP in 27 starts. If he can maintain this year's performance through 32 starts and 200 innings he's a 5 WAR player by either FB or BR, and that's top 10. And it was basically back tightness that kept him from 32 starts.
Of course, like any young pitcher (including Strasburg, De Grom, et al) he has to show he can do this over multiple seasons.
But what 24 year old pitcher out there has a more promising career ahead of him?
