Yup we don't even have the worst bullpen in MLB, though it's certainly one of them.
You could flip a coin and put together a bullpen, I don't think there's any magic formula for a GM or a manager. Heck, some of the "stiffs" from last year (Hughes, Vincent) are doing better than both waves of this year's Phillies guys.
If we'd signed Trevor Rosenthal instead of Hunter or Liriano I wonder if he would have made the team.
It does remind me of the Cook/Wendell trades, though circumstances vastly different.
Bullpens are a luxury item, the difference between a good team and a great team. We're a good team. And in a normal season maybe these guys would have time to get right.
