Why couldn't Walker have been skipped?

Phillies have 6 games in a row after the all star break, so the question is who should have started one of those games instead of Walker. I’m not sure they trust Abel anymore than Walker right now, so they opted to keep Walker in the rotation for one more start and keep their bullpen intact.

Walker was surprisingly effective for the first 3 innings, but he pitches with a very small margin for error. A few poorly located pitches in the 4th and the downward spiral began.

I guess I shouldn't have said "skipped," but they could have started the four better pitchers first. Ultimately you might get one fewer start from Walker and one more from one off the others, and one game might matter in the standings.
