Well Franco missed the plate because he went around the catcher who was blocking the plate. Once the catcher failed to come up with the ball, Franco was safe by rule.
Now I am not saying the umps will call it that way every time, but evidently, that is what the rule states.
So regardless of what really happened, it looks like the call was correct.
