I'm not sold on Milner even if he is a Longhorn, when you only throw 89, you'd better have pin point control. He doesn't.
Morgan on the other hand is really developing in to a nice pitcher, with a changeup to go with the slider, he can be a setup man down the road, he should be able to handle RH hitters.
One reason to use the whole pen early is to keep them sharp, with days off guys at the back of the pen would often go a week without pitching, and RPs need to throw enough to get into a rhythm. And this also allows SPs to ease into the season, especially the chilly April weather.
