The Stanford antibody test that you cite has been widely discredited, as have many other antibody tests. The Stanford test lacked specificity and had way too many false positives.
California currently has a total of 3,200 deaths. If that number were extrapolated to the nation at large, we would be looking at around 25,000 deaths right now instead of 92,000, with the probability of over 140,000 by August. Newsom's response certainly saved lives.
Although there is debate in the state about current opening issues, Gov. Newsome has approval ratings of 60-70% statewide.
