It helps to trade for draft picks and to not sign players that cost compensation picks. The Phillies definitely have always needed more of a long term growth philosophy rather than trying to add that final piece every year to win. This dates back 20-30 years when they refused to go over suggested slots and compete for top Latin American talent when doing so would have cost a fraction of whatever major league budget decision they were making.
The new rules of slots and pools and various limits help the Phillies by leveling the playing field and reducing their worst tendencies (not being cheap, but always planning for the short term as opposed to the long term).
