Per Baseball America, the Phillies, on December 24th, signed Mexican League right-handed reliever Carlos Bustamente. Bustamente will play at age 25 in 2020, has never pitched above High-A in the States. No indication on any roster as to where he's been assigned. For whatever it's worth.

Liriano, Norris, Storen and Walker, all officially reported as signed to day as NRI, have all been assigned to LHV.

Bustamente has learned how to have a high K rate the last couple of years. Old for the levels he learned it at of course. He might have more potential than some of the older minor league names signed.

Maybe he came on an Alec Bohm recommendation. Winning pitcher in the game Mexico won to get to the Olympics. Struck out Bohm with the bases loaded. Reliever of the year in the Mexican League in 2019 (27 saves). Really good in the Mexican Winter League too this year (11 IP, 7 H, 1 R, 3 BB, 17 K).

Not really a player transaction, but this PhuturePhillies post has the final coaching announcements for the minor league system. I don't remember last year, but there are now 3 coaches plus the manager at each minor league (with an extra coach for each GCL and DSL team I imagine because there are so many players to work with). The extra coach might be new as I remember you used to just have 2 in the past:

I wonder what the Phillies scouts see in Lott. Just looking at stats he seems an unlikely sign: a short RHP who seems to have gotten lucky on BABIP in not a lot of innings in ABL this season, but has a very low K rate to go along with a relatively high walk rate and who is already 24 years old. What am I missing here?

No idea. This article mentions curveballs. I am guessing he might be one of those funky motion guys that the Phillies think might have some Neshek in him. Adelaide was the team with 5 or 6 Phillies prospects and we just signed two more guys off that team. I am guessing the team sent a coach and/or a scout over there, so there must be some baseball reasons to sign them.

The Phillies have an agreement with the Adelaide club to invite two of their players to spring training.

Per the Adelaide Giants website:
“As a part of Adelaide’s partnership with the Phillies, which saw imports such as Logan O’Hoppe and Cole Stobbe play down under, Philadelphia offers Adelaide up to two Minor League spring training invitations.”

Sounds like a quid pro quo type of deal, Phillies get insider access in return for providing opportunities for Adelaide players to come to ST, which makes the Adelaide club more attractive.

In addition, the Phils hired Chris Adamson - the Adelaide Giants field manager for the past three seasons - to manage the Single-A Lakewood club in 2020. Probably moot now, since there may not be a South Atlantic League 2020 season, but the relationship is there.
